Dov S. Zakheim is Senior Advisor at the Center for Strategic and International Studies (CSIS) and Senior Fellow at the CNA Corporation, a federally funded think tank. Previously he was Senior Vice President of Booz Allen Hamilton\n where he led the firm\u2019s support of U.S. Combatant Commanders worldwide.<\/p>\n

From 2001 to April 2004, he was Under Secretary of Defense (Comptroller) and Chief Financial Officer for the Department of Defense, serving as principal advisor to the Secretary of Defense on financial and budgetary matters,\n leading over 50,000 staff members, developing and managing the world\u2019s largest budgets, and negotiating five major defense agreements with US allies and partners. From 2002-2004, Dr. Zakheim was DOD\u2019s coordinator of civilian\n programs in Afghanistan. He also helped organize the 2003 New York (UN) and Madrid Donors conferences for Iraq reconstruction.<\/p>\n

Dr. Zakheim has served on numerous government, corporate, non-profit and charitable boards. He is Vice Chairman of the Foreign Policy Research Institute\u2019s Board of Trustees, and Vice Chairman of the Board of Directors of the\n Center for The National Interest.<\/p>\n <\/div>\n <\/div>\n <\/div>\n <\/div>\n <\/div>\n <\/div>\n <\/div>\n <\/div>\n <\/div>\n

James Andrew Lewis is a Senior Vice President and Program Director at the Center for Strategic and International Studies (CSIS). He has authored numerous publications on national security and is an internationally recognized\n expert on cybersecurity and technology. <\/p>\n

Before joining CSIS, he worked at the Departments of State and Commerce as a Foreign Service Officer and as a member of the Senior Executive Service. He has worked on a range of political-military issues and was an advisor\n to the commanders of two U.S. Combatant Commands. Dr. Lewis served on U.S. delegations for talks on arms transfers, nonproliferation, and encryption and helped develop policies on encryption, spectrum management, and the\n commercialization of the internet. He led the U.S. delegation to the Wassenaar Arrangement Experts Group on advanced civilian and military technologies. Lewis was the Rapporteur for the UN’s successful 2010, 2013, and 2015\n Group of Government Experts on Information Security. <\/p>\n

Lewis has served as a member of the Commerce Spectrum Management Advisory Committee, State\u2019s Advisory Committee on International Communications and Information Policy, and the Advisory Committee on Commercial Remote Sensing,\n and as an advisor on the security and intelligence implications of foreign investment in the U.S. Lewis is frequently quoted in the media and has testified numerous times before Congress.<\/p>\n

Mr. Kevin Higgins is a former Central Intelligence Agency (CIA) senior executive who retired after 30 years of distinguished service. In his last assignment, he served as Chief of Staff to the Director of CIA. Mr. Higgins\u2019\n prior senior executive leadership roles include Assistant Director of CIA for Africa, Chief of Operations of the Counterterrorism Center, four foreign field assignments as Chief of Station, and Chief of Base of an expeditionary\n site in Afghanistan. During his three decades of service, he has received several honors–including the Distinguished Career Intelligence Medal, CIA \u2019s Excellence in Leadership Award, the George W . Bush Award for Excellence\n in Counterterrorism, two CIA Director\u2019s Awards, and is a three-time recipient of the Presidential Rank Award.<\/p>\n

Mr. Higgins currently serves as a principal at WestExec, and sits on multiple boards and advisory boards spanning tech, wireless carrier, venture capital, private equity, renewable energy, and non-profit sectors. He founded\n KSTK Enterprises, a boutique advisory firm that specializes in opportunities that close the divide between private industry and the national security domain, as America\u2019s challenges ahead will require whole-of-nation solutions\n and global partnerships. Mr. Higgins was previously the Senior Vice President and General Manager for US Operations and Global Opportunities at Zipline, a Silicon Valley start-up. Zipline has been recognized by Time Magazine\n as one of the TIME100 most influential companies and has also been featured on CNBC\u2019s Disruptor 50 list. He holds a Master of Science in National Security Strategy from the National War College and is a graduate of Grambling\n State University, where he played Division I tennis.<\/p>\n

Patrick Lin is a senior finance and operating executive with more than 20 years of experience leading growth strategy, financial planning, and revenue optimization across telecommunications, media, technology, and\n sports. He currently serves as Vice President of Financial Planning & Analysis at T-Mobile, where he serves as the CFO and leads financial strategy and performance for the company’s Growth & Emerging business\n portfolio, spanning Broadband, Advertising, Financial Services, and T-Mobile for Business – representing more than $10 billion in revenue. In this role, he also oversees enterprise finance support for Data & AI,\n M&A, Strategy, Partnerships, and Wholesale.<\/p>\n

Prior to T-Mobile, Patrick served as Vice President and Head of Companywide FP&A at the National Football League, where he led enterprise-wide financial planning, long-range forecasting, executive business reviews,\n and board-level financial reporting for one of the world’s most valuable sports and media organizations.<\/p>\n

Previously, Patrick held senior leadership positions at The Walt Disney Company and Comcast NBCUniversal, where he focused on subscription growth, pricing strategy, revenue development, and broadband and wireless\n convergence. At Disney’s ESPN+, he led revenue development and strategic operations initiatives that drove subscriber growth, ARPU expansion, and pricing optimization for one of the fastest-growing streaming platforms\n in the industry. At Comcast, he was part of the founding leadership team that helped launch Xfinity Mobile nationally and led acquisition strategy, subscriber forecasting, and marketing optimization for the business.<\/p>\n

Earlier in his career, Patrick worked in investment banking at Lazard, advising on equity financing and capital markets transactions.<\/p>\n

Patrick brings deep expertise in corporate strategy, capital allocation, long-range planning, consumer monetization, broadband and wireless economics, data-driven decision making, and scaling high-growth businesses.\n He has extensive experience presenting to boards and executive leadership teams and leading large, cross-functional organizations through transformation and growth.<\/p>\n

Patrick earned his MBA from Columbia Business School and his BA in Economics with Departmental Honors from New York University<\/p>\n

Kevin Creed is a Senior Director at T-Mobile in the Legal Affairs organization, with over 25 years of experience in the telecommunications industry supporting and managing government, commercial and real estate contracts. He\n is the senior attorney and team leader of the 14-person Public Sector Sales Legal group, providing advice and support regarding all aspects of T-Mobile for Government\u2019s sales of wireless, IoT, 5G ANS and Accessibility products\n and services. Customer segments supported include: federal, state and local governments, Accessibility services\/TRS, public utilities, schools (K-12 and higher education), public healthcare and certain non-profit organizations.\n <\/p>\n

Prior to joining Sprint in 2006, Kevin spent 10-years in the wireless\/broadcast tower industry, most recently as General Counsel at Mesa Communications Group LLC, where he was a member of the five-person management team that\n founded the start-up company in March 1999. Mesa was a leading middle market owner and operator of high-quality wireless communication towers, which generated revenue from the leasing of tower space to a broad spectrum of\n wireless communications providers, including cellular operators, radio and television broadcasters, wireless data service providers and government agencies. At the time of the sale of its assets to Global Tower Partners in\n October 2005 for $141 million, Mesa owned and operated 222 towers located in seven regional clusters spread over 18 states. <\/p>\n

Kevin graduated from the University of Virginia with a Bachelor of Arts in History and earned his Juris Doctor from the George Mason University School of Law.
